Strategic & Executive Issues Coordinator

Programs Branch, Atlantic Region

Transport Canada’s Programs Branch is responsible for a full spectrum of activities relating to airports, harbours and ports and environmental programs in the Atlantic Region. Included in our many responsibilities:

  • the safe, secure, and environmentally responsible operation and maintenance of Wabush and St. Anthony Airports and of various ports and harbour beds located throughout Atlantic Canada;
  • transferring port facilities to local interests;
  • monitoring the seven National Airports System airports and the four Canada Port Authorities in Atlantic Canada;
  • conducting environmental assessments, and managing and remediating contaminated sites for the department;
  • coordinating aboriginal consultations for the department;
  • managing Grant and Contribution programs such as the Airports Capital Assistance Program (ACAP) and the Labrador Coastal Airstrips Restoration Program.

The Regional Office for the Programs Branch Atlantic Region is located in Moncton, New Brunswick. The assignment will be based at the Regional Office.

Assignment Plan

During the eight-month assignment, you will be working as part of a multi-disciplinary team to assist in the coordination and administration of complex issues relating to ports, airports and the environment. Some of your objectives during the assignment will include:

  • assist in the development of business practices and procedures for Programs Group;
  • co-ordinate and finalize executive documents for the branch;
  • help support and coordinate Regional contribution to National Reviews;
  • explore and help develop concepts to identify, track, and report on major issues within the Branch
  • participate in the development of procedures to satisfy Occupational Health and Safety requirements as they pertain to field work.

The ideal candidate is action oriented; self motivated; has strong inter-personal skills; is able to collate and analyze complex information from a diversity of sources; works collaboratively with others; and brings improvements to processes and procedures through innovative solutions or approaches. Travel within the Region will be required.

  1. To assist in the development of business practices and procedures for the Programs Group.
    1. Develop a protocol to help identify documents with a business value and that must be preserved as an official record.
    2. Establish and implement branch-wide procedures for electronic filing using the departmental electronic filing system (RDIMS).
    3. Establish and implement branch-wide file management systems.
  2. To co-ordinate and finalize executive documents for the branch
    1. To co-ordinate input from the various sections for the preparation of briefing notes, memoranda to minister, ministerial correspondence and other executive documents.
    2. Assist in preparing final draft documents for review. This could involve communications and co-ordination with various Regional Managers and Headquarters.
  3. To help support and coordinate Regional contribution to National Reviews.
    1. Co-ordinate the Regional response to various National Reviews to ensure the responses are consistent and accurate
    2. Solicit input from various Regional Managers and staff and develop a draft Regional response for review by regional Managers and Director
  4. To explore and help develop concepts to identify, track and report on major issues within the Branch
    1. Identify existing practices to track issues within the branch
    2. Develop a branch-wide process/protocol based on best practices for tracking and reporting on issues
    3. Identify and review existing Strategic Issues Manager work description in other organizations with a view of creating a similar position within the branch.
  5. To develop Regional Procedures to satisfy the Occupational Health and Safety requirements as they pertain to field work.
    1. Review existing information with a view of establishing common Occupational Health and Safety procedures for the branch
    2. In conjunction with Regional Managers, develop standard procedures to document the provision of safety equipment and training to various personnel.
    3. In conjunction with the Regional Managers develop standard procedures for documenting the risk associated with the various site or facility.
    4. Research and develop various training options available.
